Pursuant to Section 92 of the Community Charter, before holding a meeting or part of a meeting that is to be closed to the public, a council must state,

by resolution passed in a public meeting:

• the fact that the meeting or part is to be closed, and
• the basis under the applicable subsection of Section 90 on which the meeting or part of the meeting is to be closed.

Therefore, it is necessary to hold a Special Council Meeting prior to the Special “In-Camera” Council Meeting.

Recommended Action:

That Council move In Camera to discuss items pursuant to the Community Charter, specially Section 90 (2)(b) the consideration of information received and held in confidence

relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government

or both and a third party (TAC)
