Public Hearing Materials for Inspection - Small-Scale Multi-Unit Housing

Notice is hereby given under the authority of the Local Government Act that all persons who believe that their interest in property may be affected by proposed “Highlands Official Community Plan Bylaw No. 277, 2007, Amendment No. 10 (SSMUH), Bylaw No. 469, 2025” will be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the proposed Bylaw.

General Purpose:

To align with BC Small-Scale Multi-Unit Housing legislation. No changes to land use designations are proposed, as current designations and zoning already accommodate more than 20 years of anticipated growth.

Subject Location: 

Applies to the entire District of Highlands.

Inspection of Materials:

Copies of the proposed bylaw and related materials can be viewed HERE or in person at the District of Highlands Municipal Office, 1980 Millstream Road, Victoria, BC, from Monday, November 26 to Monday, December 8, 2025, Monday to Friday, 8:30 a.m. to 4:00 p.m. (excluding holidays).

Ways to Provide Comment:

In Person: Speak at the Public Hearing at Highlands Community Hall, 729 Finlayson Arm Road, or join electronically via Zoom (details above).

Written Submissions: Must be received by 12:00 PM (noon) on Monday, December 8, 2025
