The Local Government Climate Action Program (which replaced the Climate Action Revenue Incentive Program in 2021) provides local governments and Modern Treaty Nations with predictable and stable funding to support local climate action.
The Capital Regional District offers a variety of recycling and composting information.
The B.C. Climate Action Charter is a voluntary agreement between the B.C. government, Union of B.C. Municipalities and each local government signatory to take action on climate change.
The Charter was launched at the 2007 UBCM Convention. Since then, almost every local government in B.C. has become a signatory.
Under the Charter, local government signatories commit to:
- Becoming carbon neutral in their corporate operations
- Measuring and reporting their community's greenhouse gas emissions
- Creating complete, compact, more energy efficient communities
The CRD has produced greenhouse gas (GHG) inventories for 2018, 2020 and 2022 to better understand the sources and trends of GHG emissions within the capital region for the following categories:
- Stationary energy (e.g., buildings, construction, energy industry)
- Transportation (including airport and marine emissions)
- Waste
- Industrial process and product use
- Agriculture, forestry and other land use
Data is included from 2007, 2010, 2012, 2018, 2020 and 2022. The 2022 study shows that the capital region emits approximately 1.86 million tonnes of C02 emissions annually. This equates to approximately a 7% reduction from the 2007 baseline. Transportation and buildings continue to account for the vast majority of regional emissions (approximately 75%).
The inventory is intended to be a resource for the CRD and municipalities to inform planning and programming aimed at reducing GHG emissions in the capital region.

The Local Government Climate Action Program, launched in 2022, replaced the Climate Action Revenue Incentive Program. It provides funding to Modern Treaty Nations and local governments to plan and implement actions that reduce greenhouse gas emissions, create clean economy opportunities, and prepare communities for future climate impacts. This program aligns with provincial and federal policies such as the CleanBC Roadmap to 2030, the Climate Preparedness and Adaption Strategy, and the federal 2030 Emissions Reduction Plan.
