Property tax rates are finalized each May in Council’s tax rates bylaw. Property tax notices are then mailed to property owners in late May. Taxes are due the first business day after the July 1st Canada Day holiday.

Property Tax Payment Instructions

AVOID PENALITIES: Your Home Owner Grant and tax payment MUST be received at the District of Highlands office by the tax due date (the first business day after July 1st).

Online Banking

Payee: Select "Highlands, Dist (BC) Taxes."
Account Number: Use your 11-digit jurisdiction and roll number (e.g., 36215912345) found on the front of your tax notice.

Important Note: Ensure your payment is made before your financial institution's cut-off date for processing transactions.

In Person at Your Financial Institution

Bring your tax notice to the teller to make your payment.

By Mail or 24-hour Mailbox

Mailing Address: District of Highlands Office, 1980 Millstream Rd, Victoria, BC, V9B 6H1.
Drop-off: Use the mailbox located at the front door of the District of Highlands Office.
Instructions: Detach and include the bottom portion of your tax notice, or write the folio (roll) number on the face of your cheque. Make cheques payable to the District of Highlands.

Important Note: Do not mail or drop off cash. Payments sent by mail must be received by the tax due date, as the Canada Post mark is no longer accepted as the received date.

In Person at the District Office

Hours: Monday through Friday, excluding holidays, between 8:30 am and 4:00 pm.
Payment Methods: Cash, cheque, or debit/Interact.

Important Note: Credit cards are not accepted.

Mortgage Company

If your mortgage company has provided a listing to the District Office, a mortgage code will appear on your property tax statement. If it is blank, no listing was sent, and you are responsible for the payment.
Many property owners include property taxes in their mortgage payments, which are forwarded to the District of Highlands.

Important Note: The District is not responsible for mortgage provider errors. You must still claim your Home Owner Grant.

Monthly Pre-Authorized Payment Plan

Property owners can enroll in the Pre-Authorized Payment Plan to pre-pay next year's property taxes. Automatic withdrawals occur on the 10th of each month from August to May. Submit your renewal or enrollment form with a void cheque by August 1st. This plan allows monthly payments, making budgeting easier and avoiding penalties.

No payments are withdrawn in June and July. Annual tax notices are mailed the last week of May, showing the year's tax levy minus pre-payments. Make your final payment before the tax due date.

IMPORTANT NOTE: Homeowners must claim their Home Owner Grant annually.

Provincial Government Programs

You might qualify for one or more of the following programs. Please be aware that each program has specific deadlines, and penalties may apply if submissions are late.

Provincial Speculation and Vacancy Tax

The Provincial Speculation and Vacancy Tax is an annual tax based on how owners use residential properties in areas in B.C. affected most by the current housing shortage crisis.

Declaration letters are mailed in January. Each property owner must complete their declaration by March 31 every year.

Provincial Government Home Owner Grant

The home owner grant reduces the amount of property taxes you pay each year on your principal residence.

Please note that Home Owner Grants cannot be processed at the District Office. To avoid penalties, ensure you claim your Provincial Home Owner Grant by the annual due date.
